Zeroing In: The Legislation Driving the Change
Since 2015, there have been various initiatives in place to encourage the switch to electric.
In this episode of Zeroing In, Alex Williams, Head of Brand, Communications and Sustainability, and Roger Clarke, Head of Electromobility & Customer Advanced Solutions, aim to shed some light on these initiatives, along with the legislation driving the change.
As Alex highlights, most of these terms are “OEM” speak, but we continue to strive for greater clarity and understanding for everyone. As Roger says, awareness and understanding are key.
The Paris Agreement
In 2015, 195 nations came together to work towards limiting global warming to a maximum increase of 2 degrees, ideally 1.5 degrees. As Roger explains, as part of this, various initiatives and timelines were introduced to support.
A couple of key dates for us as a vehicle manufacturer are as follows:
2035 – manufacturers can no longer produce vehicles that produce emissions for new vehicle sales
2040 – manufacturers can no longer sell or produce any vehicle that emits tailpipe emissions
Science based targets
Science based targets aim to help businesses set themselves targets of how they can reduce emissions and when they can expect to see the changes. To do this, they consider a three-scope approach:
Scope 1- The direct emissions produced by organisations.
Scope 2 – The direct emissions from energy purchase, are they purchased through a green tariff or a fossil fuel tariff.
Scope 3 – The indirect emissions from the things we buy or sell that are operated by our customers.
ZEV Mandate
Alex and Roger go on to highlight ZEV mandate. The UK's Zero Emission Vehicle (ZEV) mandate, active since January 2024, pushes manufacturers to sell a progressively higher percentage of electric vehicles annually.
VECTO
While VECTO, introduced in 2019, meant truck manufacturers had to report their emissions to be used as a benchmark. 2025-2026 calls for a 15% reduction in emissions against that benchmark. As Roger points out, it’s likely to be a steady transition, for now greener diesel vehicles are definitely helping the reduction.
To meet the 2030 target of a 30% reduction, however, manufacturers will rely on electric vehicles.
ZEHID
The Zero Emissions HGV and Infrastructure Demonstrator Programme has started the ball rolling with more electric vehicles and more charging stations to show proof that it can work, what lessons can be learnt and what data can be captured.
